Independent licensed assessors

An independent licensed assessor carries out the following functions connected with all Class A asbestos removal work (and certain Class B work) as part of identifying hazards, assessing risks, monitoring the effectiveness of controls, and ensuring that the workplace is free of asbestos fibres prior to reoccupation:

  • air monitoring (The selection and use of processes and air-monitoring equipment, the conduct of the assessment process, and the proper handling and interpretation of results)
  • clearance inspections (inspection of an area after licensed asbestos removal work has been completed to verify that it is safe for normal use. This inspection must include a visual inspection and may include air monitoring)
  • issuing a clearance certificate (the clearance certificate must be provided in writing by the licensed asbestos assessor when satisfied during the clearance inspection that:
    • the asbestos removal area and the area immediately surrounding it are free from visible asbestos contamination
    • if air monitoring was carried out as part of the clearance inspection, the monitoring shows asbestos fibre concentration is below 0.01 fibres/ml)

 

Independent asbestos assessment and air monitoring are required during all friable (Class A) asbestos removal and for non-friable asbestos removal where a risk assessment indicates that airborne asbestos fibres may result from the removal activity.

From 1 January 2015, the asbestos assessor for class A asbestos removal must hold an asbestos assessor licence issued under the Work Health and Safety Regulation 2011.

From 1 January 2015, a competent person for a clearance inspection for Class B asbestos removal work must be a person who:

  • has acquired through training or experience the knowledge and skills of relevant asbestos removal industry practice
  • holds either a certificate for the VET course for an asbestos assessor or a tertiary qualification in OHS, occupational hygiene, science, building, construction or environmental health.

Note 1: What is licensed asbestos removal work?

A clearance inspection is required when a person commissions licensed asbestos removal work to be carried out at a workplace. Licensed asbestos removal work is asbestos removal work which requires either a:

  • class A asbestos removal licence
  • class B asbestos removal licence.

A class A asbestos removal licence is required for removal of friable asbestos or asbestos contaminated dust or debris (ACD) other than ACD which is either:

  • associated with the removal of non-friable asbestos; or
  • not associated with the removal of friable or non-friable asbestos and is only a minor contamination.

A class B asbestos removal licence is required for either:

  • removal of more than 10 square metres of non-friable asbestos or asbestos containing material (ACM); or
  • ACD associated with the removal of more than 10 square metres of non-friable asbestos or ACM.

GENERAL INFORMATION FOR ALL COURSES

What you will need:

1. Your White Card (CPCCOHS1001A Work Safely in the construction industry)

Don’t have a White Card? Just let us know and we will train you up for free before your asbestos course starts

Only have a Blue Card? Sorry, you will need a White Card, but just let us know and we will provide free training so you can get your White Card before your asbestos course starts

2. An adequate level of physical fitness: You need to be fit enough to take part in simple activities such as setting up signage and barriers; removing sheeting; and bagging materials

3. Clothing: You just need to wear suitable clothing for construction and steel cap boots. If doing the CPCCDE3014A Remove non-friable asbestos course, please also bring a half-face respirator (a cheap one is fine as we will just be simulating asbestos removal). If you do not bring along a respirator, we can sell you one for $10 on the day.
For other courses, we will provide a P3 full-face respirator.

We will provide all other PPE, including coveralls, safety glasses and gloves

4. Over 18 years of age

5. 100 points of ID

 

Assessment:

Each course requires the completion of questions on the text; a written task at the end of each section; a final assessment; and practical tasks to be satisfactorily completed.

What you will receive:

You will receive the latest nationally-recognised, fully-accredited Statement of Attainment for each unit of competency you complete.

The person conducting a business or undertaking (PCBU) will need to apply for an asbestos removal licence (whether Class A for friable asbestos removal or Class B for non-friable asbestos removal). Any student of ours may simply ask us for free information on applying as a PCBU for an asbestos removal licence. All part of the service!

Asbestos assessor licences will be needed if the PCBU will provide air monitoring and/or clearance inspections/certificates as discussed above. The asbestos removal licence or asbestos assessor licence lasts for five years unless cancelled earlier (s503 of the Work Health and Safety Regulation 2011).
